The Finance Department is the fiscal office of the City and has the primary responsibility of safeguarding the City's financial assets while abiding will all local, state and federal legal mandates. The department is responsible for providing accurate and timely information regarding the City's financial condition. To achieve this, the department provides the following finance functions:

Financial reporting functions include preparation of capital and operating budgets, the annual tax budget and quarterly update reports. The Finance Director assists the City Manager in the preparation of the City's annual budget.

Earnings Tax Information

Silverton adopted a municipal earnings tax on December 15, 1977. The current rate is 1.25% on gross income. Annual filing is mandatory for all residents and businesses no later than April 15th. The city does not provide reciprocity credit for taxes paid by residents to another municipality. 

EFFECTIVE JULY 1, 2008 THE CITY OF SILVERTON EARNINGS TAX IS ADMINISTERED BY THE REGIONAL INCOME TAX AGENCY (RITA).

Like most Ohio communities, the City of Silverton has a municipal income tax. In 2008, the City contracted with the Regional Income Tax Agency (RITA) through a Regional Council of Governments, to administer the collection of the income tax. RITA is a public organization established in 1971 under section 167 of the Ohio Revised Code that currently serves 139 municipalities throughout Ohio.

As a member of the Regional Council of Governments, the City receives cost effective tax collection services through the sharing of resources. The mission of the Regional Income Tax Agency is to provide member communities with high quality, cost effective municipal services. RITA strives to service member municipalities with integrity and their taxpayers in a professional, courteous and responsive manner.

RITA offers a variety of services to residents and businesses in the City. Whether it is online, in person, or over the phone, all services are free. The following are the online services available at www.ritaohio.com.

• RITA 'E-File' is a quick, easy, and secure way to file your individual taxes, and if you are an employer, your withholding tax return.
• RITA 'E-Payments' is a convenient and safe method to pay taxes online. Data is encrypted to ensure safe transmission.
• RITA Auto-Calculation Individual and Business Net Profit Returns are Excel worksheets that simplify the tax calculations. Click on the Individual or Business links to access.

1. Interactive Voice Self-Service is available around-the-clock, toll free at 800-860-7482. Simply follow the automated prompts to access important information.
2. Agent assisted customer service can be accessed weekdays from 8:00 a.m. to 5:00 p.m. via the toll free number or 614-538-0512.
