The Silverton Housing Council



If you live or work in Silverton, then you know our little secret: we have some of the most architecturally attractive homes in the Cincinnati area. And we want to make sure that people outside the city know about our great housing stock. At the same time, we want to help current residents maintain their homes and keep our community beautiful.

With this in mind, over the summer the city formed a new Housing Council made up of three community members and a city representative. Among the council's duties will be to oversee the city's Community Reinvestment Areas Tax Abatement program, to develop programs that promote both property maintenance and home ownership, and more.

Our goal is to increase home ownership and property upkeep, and to attract new families into our city. The council is in its early stages, but has plans to work with realtors, local business owners and home ownership groups to promote our housing.

The council meets the third Wednesday of each month from 6 p.m. to 8 p.m. in various spots around the city, and is still looking for volunteer members. City-wide Community Reinvestment Areas - Tax Abatement Program

The purpose of the tax abatement is to encourage community reinvestment.  It provides property owners with a  tax abatement (maximum of 100%) on the value of improvements made to their property up to 10 years.  The City of Silverton has both a City-wide Residential and Commercial Community Reinvestment Areas

The Ohio CRA program permits municipalities to designate areas, where investment has been discouraged, as a CRA to encourage revitalization of the existing housing and building stock as well as the construction of new structures. The key to this is that there must be evidence of disinvestment in the proposed CRA. Ohio's CRA Program was created to promote the revitalization of areas where investment has been discouraged by offering property tax exemptions for any increased property valuation that would result from the renovation of existing structures or new construction within activities within the area.

Municipalities can designate residential, commercial, and / or industrial improvements as being eligible for tax exemption under the CRA program.  A tax exemption of 100% for 10 years will be offered to property owners who improve residential properties within the City-wide Community Reinvestment Areas. The exemption is to be applied only to the improved value of a property.

The amount of investment necessary to qualify for this exemption will be the State minimums of $2,500 for remodeling of a 1-2 unit residential structure; $5,000 for remodeling of a residential  or commercial structure with 3+ units; Ohio Revised Code does not require a minimum investment to receive a tax exemption in the case of a residential or commercial  new-build.
