Development Resources ECONOMIC DEVELOPMENT INCENTIVES Incentives, based in tax abatement or credits, are available through the State of Ohio's Department of Development. Locally, these programs are administered by the City of Silverton's Planning Services Department. Community Reinvestment Areas (CRA) can be established to provide local incentives. Tax Increment Financing (TIF) can be used to provide improvements that accrue to both the public and the development. Tax increases resulting from the development are converted to service payments for the purpose of repaying public capital. The City of Silverton is currently in the process of establishing two CRA areas (City-wide Residential CRA and City-wide Commercial).
