City Manager

Mark Wendling was appointed City Manager on September 1, 2003.  He and his wife, Mindy, are the parents of two boys: Kyle and Zach.  Mark holds Bachelor of Arts and Master of Public Administration degrees from Northern Kentucky University.  Highlights of Mark's public employment include service with Delhi Township, Ohio as Personnel Officer and Assistant Township Administrator.  He also served as City Administrator for Independence, Kentucky and Adjunct Professor at Northern Kentucky University.

Mark is dedicated to professionalism in local government management and is an ICMA Credentialed Manager.  He currently serves on the Board of Directors of the Center for Local Government, a non-profit consortium of local governments dedicated to collaboration in government services.  He also serves as a member of the Board of Directors of the First Suburbs Consortium of Southwest Ohio and is a past President of the Greater Cincinnati Local Government Management Association and Conference Coordinator of the Ohio Public Employer Labor Relations Association.

City Manager

Silverton is a charter municipality operating under the Council-Manager form of government.  What this means is that the City Council serves as the legislative body of the City.  It establishes policy, adopts a budget, and manages the employment relationship with the City Manager.  Council members are elected at-large and serve two-year terms.

John Smith took office as Mayor of Silverton in December of 2005.  The Mayor is directly elected to a two-year term and serves as the chief conservator of the peace within the City.  He presides over all meetings of Council, may introduce legislation, and is empowered to participate in Council deliberations, but may only vote in the case of a tie.  The Mayor is recognized as the official and ceremonial head of the City.  The power to issue proclamations is reserved for the Mayor.

The City Manager serves as the chief executive, administrative, and fiscal officer of the City.   This involves oversight of the day-to-day operations of the city, including implementation of City policies, hiring and firing of City employees, presentation of an annual budget, and providing staff with administrative direction and priority.  Council appoints the City Manager.

Other city officials include the Vice Mayor, the Solicitor, the Clerk of Council and the Finance Director. 

Shirley Hackett was selected by Council to serve as Vice-Mayor for a two-year term in December of 2005.  As Vice-Mayor, she exercises all the powers and duties of the Mayor during a temporary absence or disability of the Mayor.  The Vice-Mayor does not lose the privileges of being a member of Council while serving as Acting Mayor. The Vice-Mayor succeeds to the office if a vacancy occurs.   The Council member receiving the highest number of votes in the immediately preceding general election traditionally receives the Vice-Mayor appointment.

Bryan E. Pacheco has served as Silverton's Solicitor since December of 2004, having previously served a number a years as Deputy Solicitor.  Council appoints the Solicitor, who must be an attorney admitted to practice in the State of Ohio.  The Solicitor serves as the City's chief legal advisor.

Meredith L. George was appointed Clerk of Council in December of 2005 and serves in a dual role as Clerk of Courts.  As Clerk, she attends all regular meetings of Council, keeps its records, and attests that legislation is appropriately implemented.  The Clerk also serves as the City's records custodian.  The Clerk of Council is appointed by the City Manager.

Thomas R. Peterson was appointed Finance Director in May of 2006.  He is responsible for maintaining the financial records of the City, serves as the liaison between the City and the auditor, and assists in the preparation of the budget.  The Finance Director is appointed by the City Manager.
