The Board of Zoning Appeals has the power and the duty to hear and determine appeals made for exceptions to and variations from the city's zoning code. Action of the Board is by an affirmative vote of not less than three members. Its decision is final. The Board is composed of five Silverton electors appointed by the Mayor with approval by Council. The Board of Zoning Appeals meets as necessary at 5:30 p.m. on the third Thursday of the month. The current membership of the Board is detailed below:

The Charter Revision Committee is charged with advising the voters and Council as to any amendments and improvements to the city's charter that it determines to be desirable and proper. The Committee submits a written report to Council, stating suggestions for changes to be submitted to electors. The Committee consists of five Silverton electors selected by Council. It meets as necessary. The current membership is detailed below:

The Civil Service Commission determines the merit and fitness of candidates for appointment and promotion to the classified service of the City of Silverton. The committee also considers appeals of any action in the case of transfer, reduction or removal. Actions of the Commission are final. The Commission consists of three electors who are of recognized character and ability. Commission members may not be in the classified service of the city. The Commission convenes as necessary. The Deer Park Silverton Joint Fire District was created in 1999 through a merger of the City of Silverton and City of Deer Park Fire Departments. The district was formed in order to enhance fire and life safety services and to eliminate duplication. It operates as a separate governmental entity from its parent municipal corporations. Each City appoints four members to the Board of Directors, which serves as the District's governing body. Appointments are based upon the following criteria: one citizen representative, one business representative, one Council representative and each municipality's respective safety director. The Board of Directors meets bi-monthly on the second Tuesday of the month. The schedule is February, April, June, August, October and December. The current composition of the Board is detailed below:

The Design Review Board is charged with promoting architectural qualities that make the city's urban environment an attractive, amenable, and functional place to live and conduct business. The Board works to foster concepts that provide variety and diversity to the urban scene while encouraging harmonious relationships among new and existing land uses. The Board also works to preserve, enhance, and protect the sense of place in neighborhoods through maintenance of the integrity of areas that have discernible character and function or are or have been of economic, social, or cultural significance to the city. The Board consists of at least two advisory members, five voting members, and two alternate voting members appointed by the Mayor. The Design Review Board convenes when necessary. The Park Board provides for the operation, provision and equipment of recreational facilities within the City. The Board members shall be electors of Silverton and are appointed by Council. The current membership of the Board is detailed below:

The Planning Commission is vested with the power of adopting and from time to amending the city's land use plan. It sets public hearings to consider all petitions for amendment to the municipal zoning plan, reporting its recommendations to City Council for ratification. Council may adopt Planning Commission recommendations by a majority vote. The Commission is comprised of five members, one of whom shall be a member of Council. The second shall be the Mayor who shall serve in an ex-officio capacity. The remaining three shall be electors of the city appointed by the Mayor with the approval of City Council. The Commission meets as needed at 5:30 p.m. on the first Thursday of the month. The Planning Commission currently consists fo the following members:

The Tax Review Board serves as the mediator/arbitrator of disputes between the Income Tax Administrator and tax payers. The Board meets as needed. The current composition of the Board is detailed below:

The Urban Forestry Board maintains an inventory of the City's public trees and implements the City's tree ordinance. The Board also recommends various species and cultivars of trees for planting on public property and oversees the City's Memorial Tree Program. The City's Annual Arbor Day observance and celebration is sponsored by the Urban Forestry Board. The Board is composed of five members, one of whom is a member of City Council.
